How competent are the resources performing estimation? Have they received formal training? Have they estimated and implemented projects of similar size and complexity? Finding competent resources that can estimate well can be difficult. At one extreme, organizations requiring part-time resources or those that initiate data management projects sporadically should seek professional help. Organizations at the other extreme, with constant resource demands across many different types of projects, should consider full-time Solution Architects – distinguished subject matter specialists, with proven problem solving skills, who can analyze both the functional and technical requirements. Organizations falling in between these two extremes should improve the qualification of resources authorized to create estimates, and allow sufficient time for peer review.

Oftentimes, even on complex projects which should require formal estimation, no work effort estimates are produced. In other cases, no factors, inappropriate or incorrect factors, too many or too few factors, are used to size the work effort. In all cases, at least one or more factors can be found to rationalize the work effort. In other words, avoiding the definition of factors is just a poor excuse for justifying guessing. Why would you guess? The answer is simple: you should never guess.

How An Organized Methodology Can Reduce Your Risks And Costs

By Mohit “Mo” Sahgal Previously, I reviewed the pitfalls of guessing, and arbitrarily setting milestones, without any supporting details. Another major challenge is selecting an inappropriate approach or methodology to perform the required work. A well-formed, proven methodology is the bedrock of any successful IT program. Furthermore, the work-breakdown structure (WBS) and work effort sizing should be based on a few critical deliverables. That is, all tasks in the methodology must accurately reflect the work required. Also, the WBS must be sufficient to produce all of the necessary deliverables. Tasks for which even one required deliverable cannot be defined is wasted effort. A proven framework in which the WBS can be organized is an excellent starting point to define both the work and deliverables. Organizations without such a framework may face additional challenges including increased costs and execution risks.
